Make sure the warehouses are placed both on the production side of things (e.g. I'm not sure if there's a good rule of thumb here, but I'd say one warehouse per four plantations might be good.Ħ. Make sure you have warehouses ("teamsters") throughout your city to transport goods. I'd also have a "business" district, usually by the docks, and then a "farming" area, usually away from the rest of the cities.

In other words, you probably placed the supermarket too far away from where the majority of the residents live. If you have businesses that aren't hiring, it's likely because the commute is too far.
